The Vault Tec DLC wasn't by any means amazing, but it does grant players access to the tools and the space to build their own vault. While it's not on the level of Fallout Shelter or as detailed in smaller items as I'd like it still does capture that magic of controlling a vault. You get to not only build a vault, but also run it with settlers and even work out experiments if you're creative enough as well.
